Stephen Cooper of Civic Mind is a specialist in governance and ethics, working extensively across local and state government agencies. He has provided facilitation, training and support to elected councillors, to Council executives and staff and to a range of State Government departments and agencies.

Steve delivers ethical leadership, code of conduct, conflict of interest, governance, report writing, election period and induction training. He has also supported councils through electoral representation reviews, submissions on draft legislation, local law and policy review processes as well as facilitating code of conduct workshops through the induction phase for new councils.

Prior to his consulting career Steve worked at the Hobsons Bay Whitehorse and Port Phillip City Councils,as well as the former Shire of Swan Hill. His management roles over a career of around 30 years include governance, media & communication, risk & OHS, corporate planning & reporting and contract management.


Qualifications
Bachelor of Business (Local Government)
Graduate Diploma in Quality Management
Certificate IV in Assessment and Workplace Training

Other Memberships
Graduate - Australian Institute of Company Directors
